Asuransi Jasindo ready to compete through best services for
Indonesian Workers Insurance

The minister of Manpower and Transmigration Erman Suparno is planning to have
more consortiums of Indonesian Workers Insurance following results of the
internal evaluation of Manpower and Transmigration Department (Depnakertrans)
and the recommendations of Business Competition Supervision Commission. The
Indonesian Workers Insurance Consortium has become a polemic since the Minister
of Manpower and Transmigration appointed Jasindo Consortium on 21st July 2006.
And how does Jasindo Consortium respond to the polemic? Edi Subekti, President
Director of PT. Asuransi Jasa Indonesia gave his comments to Bisnis, as quoted
below:
How does Jasindo Consortium respond to the new Indonesian Workers Insurance
Consortium to be formed by the Department of Manpower and Transmigration? Is
that true that Jasindo is expecting an area-based arrangement?
When the new consortium is formed, we hope all parties will give their best
service to our workers. When there are one or more consortiums, what we can do
is merely improving our services and perform our utmost. We understand that an
arrangement based on areas may not be acceptable to all parties, so we’ll just
wait for a policy issued by Minister of Manpower and Transmigration on the
division regarding zones or areas, and we’ll just get along with whatever
regulations issued. In terms of zones, we see that different countries absorb
different numbers of workers; take for example the Middle East which has been in
need of a large number of workers, a lot more than other countries. This may be
one of the considerations of the Department of Manpower and Transmigration in
establishing their policy. As far as we are concerned, we are all prepared to
compete through our best service.
We are a state-owned company which operates on good corporate governance
standard that can be clearly noticed by everyone. And for one thing, it is the
Indonesian Workers Service Provider, not the workers themselves who will choose
which consortium they want to cooperate with.
How do you see the market potential for Indonesian workers insurance service
next year?
Very good indeed, since the Minister of Manpower and Transmigration has
issued a policy that encourages the opening of new markets for Indonesian
workers in Europe and America and a number of other places, I’m quite optimistic
there will be 800,000 to 1 million workers next year. The way we see it, we’ll
just have to make sure we can perform our best services. We have indeed set our
targets. We had reached Rp. 1.75 trillion up to September out of Rp. 2.27
trillion set for this year. Our target for 2007 is Rp. 2.4 trillion. As to
Indonesian Workers Insurance, assuming 500,000 workers are sent out through one
consortium, our target is Rp. 100 billion for Jasindo as head of consortium, and
another Rp. 100 billion for the 6 members of consortium. Since there will be
more consortiums in 2007, however, we accordingly shall have to revise our
targets.
Up to now, how many claims and how much premium income have you received from
the Indonesian Workers Insurance?
We started to issue insurance membership cards on 7th August, which was 14
days after the ministerial decree on Indonesian Workers Insurance was issued on
21st July. Since the 7th of August to date 284 claims have been filed including
two death claims. 187 out of 284 claims, worth Rp. 275.42 million have been
settled. Most of the claims arose because these workers were sent back home
earlier than the time agreed upon in their contract, and this happened due to
the inharmonious relationship between the workers and their masters. We have to
pay their claims because their employment has been terminated. Other matters
involving our workers to date have included assaults, tortures, accidents,
deaths, sexual harassment and unpaid salaries. As to premiums obtained, the
total number of Indonesian workers who have left the country so far is 194,975.
This number multiply by Rp. 350,000 which is the premium for each worker who is
in on job placement, while another 84,849 workers each pays Rp. 50,000 for
pre-placement. Each worker pays Rp. 350,000 for job placement, and another Rp.
50,000 for post-placement is paid soon after they leave Indonesia for their new
job overseas.
What can you tell us about the online systems imposed by the Minister of
Manpower and Transmigration that the Indonesian Workers Insurance Consortium has
to adhere to?
We have applied online system in at least 21 major cities in Indonesia
wherein we also have offices. Accordingly , the name of the worker, and the
responsible Indonesian Workers Service Provider, the country of placement,
insurance policy holder card, and other data regarding Indonesian workers can be
accessed via www.grasia-mu.com
It costs Rp. 3 billion for building the software of the system. The provinces
of East Java, West Nusa Tenggara, and Riau don’t agree to Ministerial Decree
which requires that each worker pay Rp. 400,000 for the premium, since they
think the premium is too high, while the advantage is minimal. Your comments?
As we have already communicated to the public, we don’t base the premium for
this type of insurance on the worker’s country of destination although the
worker placed in Malaysia receives a lower salary that that placed in Singapore,
for instance. If we breach the Ministerial decree, the workers provider and the
Dept. of Manpower and Transmigration will then have to assume the responsibility
for the worker’s protection.
We just found out that East Java has already participated in this insurance.
Other provinces, including West Nusa Tenggara, has also followed East Java. We
are now still working on Riau.
What endeavors have Jasindo and PT. Grasia Media Utama broker made to
approach our workers?
PT. Grasia as broker company have not made any direct approach to Indonesian
workers yet, but this company has communicated the issue to the workers
providers, and they will then communicate it to the workers before the workers
leave the country. We shall communicate directly with the workers through
brochures we are going to send to the Indonesian embassy in the worker’s
destination country, as they will have to go to the embassy for administration
purpose, as well as to places where they usually hang out.
